The Strategic Reserve Build and Oil's Next Bull Catalyst

As of August 2026, the global strategic petroleum reserve situation had reached a critical point.

The inventory deficit was substantial: OECD crude inventories had declined by approximately 200 million barrels, excluding government strategic reserves. The US Strategic Petroleum Reserve currently contained its lowest level of crude since 1983.

The geopolitical crisis was driving a new wave of strategic reserve building:

The United States was discussing a potential new West Coast facility.

Non OECD countries, including India and several Southeast Asian nations, were developing their own strategic reserve systems.

Global oil stockpiling demand was estimated at between 100 and 200 million tonnes over the following one to three years.

This is structural rather than cyclical. Governments are increasingly recognising from the conflict that strategic reserves are essential to national energy security. At the same time, the low investment environment across upstream oil and gas is limiting the speed at which new production can reach the market. Global oil and gas investment as a share of GDP fell to approximately 0.38 percent in 2025, its lowest level since 2004.

Flows from four major global hubs, Iran, Russia, Saudi Arabia and the United States, slowed sharply, reaching historically low levels. Overall reductions were approximately 5 million barrels compared with previous months.
