The California SPR Proposal and a Shift in US Energy Strategy

The California SPR Proposal and a Shift in US Energy Strategy

In June 2026, an important development emerged from US energy policy discussions. The Trump administration was reportedly engaged in active discussions regarding the establishment of a new Strategic Petroleum Reserve on the West Coast, specifically in California.

Why California? The state has been described as an energy isolated region with limited pipeline connections to the broader US refining and storage network. A major disruption, whether caused by geopolitical developments, domestic supply problems or a natural disaster, could leave California particularly vulnerable.

The proposal was associated with Sable Offshore Corp., which operates three oil platforms off the California coast. Sable stated that the proposal had emerged in response to inquiries made by the Trump administration.

However, the proposal immediately encountered political opposition. Democratic senators Alex Padilla of California and Patty Murray of Washington wrote to Energy Secretary Chris Wright, arguing that establishing a West Coast strategic reserve during the fiscal year could conflict with congressional requirements. The Fiscal Year 2026 Energy and Water Appropriations legislation explicitly restricted the establishment of new regional petroleum product reserves unless funding had first been requested and approved by Congress.

The senators also criticised the proposal as corrupt, pointing out that the Department of Energy's FY2026 budget request did not include funding for establishing or planning a new regional petroleum reserve.

The political dispute reflected deeper tensions. California Governor Gavin Newsom had previously criticised the administration's use of the Defense Production Act to order Sable to restart offshore operations, describing the move as a desperate political manoeuvre.
